Rishi Raj Singh, IPS (Retd.)
Former Director General of Police (DGP) & Excise Commissioner, Government of Kerala. Having completed nearly 40 years of service and association across Kerala and choosing to continue living in Kerala post-retirement, these suggestions come from a deep belief in Kerala's human and natural potential.
π― Core Strategic Objectives
- Generate high-value employment for Kerala's youth
- Attract responsible private capital & entrepreneurship
- Transform healthcare, wellness & tourism infrastructure
- Develop aerospace, deep-tech & sports clusters
- Establish adolescent de-addiction & wellness centers
- Government as facilitator; private sector as operator
Executive Summary & Guiding Philosophy
Based on nearly four decades of professional experience and close engagement with Kerala, these proposals identify several key sectors where private-sector investment, entrepreneurship, innovation, and professional management can play a transformational role.
"Kerala does not need the government to operate every economic activity. The government can serve as a facilitator, regulator, and policy enabler, while private enterprises, investors, professionals, non-profit organizations, and entrepreneurs develop and operate sustainable, world-class projects."
The goal is to reverse youth brain drain, foster high-skill domestic job creation, strengthen community livelihoods, and build modern infrastructure across 7 strategic sectors detailed below.

Recommended 8-Step MKGA Execution Framework
Rather than attempting everything at once, MKGA could establish specialized working groups to examine each sector systematically using this 8-step pipeline:
Identify the Problem
Clearly define existing structural gaps, regulatory bottlenecks, or underutilized assets.
Validate the Data
Establish dependable statistics, market projections, demand forecasts, and baseline numbers.
Identify Opportunity
Determine whether a viable private-sector, non-profit, or PPP solution exists.
Develop Concept
Formulate a detailed preliminary project proposal and scope outline.
Feasibility Study
Evaluate capital needs, environmental impacts, revenues, jobs, and social benefits.
Identify Partners
Engage entrepreneurs, investors, universities, global Malayalees, and agencies.
Pilot the Project
Start with one realistic, measurable demonstration project in a selected location.
Measure & Scale
Quantify outcomes and replicate proven success models across the entire state.
"These are some thoughts from an IPS officer who will complete approximately 40 years of association and service in Kerala this coming October and who has chosen to continue living in Kerala after retirement. My suggestions come from a deep belief in Keralaβs potential and a desire to see the state create greater opportunities for its people, particularly its younger generation. With vision, private investment, professional execution, transparency, and collective commitment, many of these opportunities can be transformed into reality."
